More facts have emerged on how the late Chief of Staff to President Muhammadu Buhari, Abba Kyari ordered the sharing of one billion US Dollars without approval of the National Assembly.
According to the Constitution, “Section 80 (4) No moneys shall be withdrawn from the Consolidated Revenue Fund or any other public fund of the Federation, except in the manner prescribed by the National Assembly.
Late Kyari ordered the sharing of $1bn realised from the award of OML 11 on July 29, 2019.

The letter reads, “Kindly note that the President has approved the payment of $1bn by the Nigeria Petroleum Development Company Limited (NPDC) as good and valuable consideration for the award of OML12/ Related Posts
“Directed Department of Petroleum Resources to forward periodically the evidence of transfer of the fund in installment by NPDC.
“Directed the budget office of the federation to allocate the sum of $200 million to the Electricity Distribution Intervention Project (FGN Siemens project) and included it in the 2020 budget .
“Directed the budget office of the Federation to allocate the sum of $270 million to the Nigeria Sovereign Investment Authority for the Presidential Infrastructure Fund.
“Directed the Ministry of Finance to note that the funds recovered from NPDC in 2019 should be allocated to the SPV, while the transfer of the fund to NSIA should be from amount to be received in April 2020 and October 2020.
“Directed the budget office of the federation to utilize the balance of $629 million to fund regular budget in the period the fund are received. ”
It was alleged that OML 11 block was secretly awarded to Sahara Energy Resource Limited without following the established due process for similar previous transactions.
The report also listed various Politically exposed individuals with alleged strong links and/or interests in SERL who allegedly facilitated the transaction including but not limited to the late Chief of Staff to President Muhammadu Buhari – Mallam Abba Kyari; the current Minister of Transportation, Mr. Rotimi Amaechi; and Mr. Mohammed Mamman Daura.
