Nigeria stands at a critical juncture, grappling with a complex web of security challenges that threaten its stability and development. From the persistent farmer-herder conflicts that have ravaged communities for years to the recent alarming surge in school kidnappings, the need for decisive action has never been more urgent. In a significant move, President Bola Tinubu has stepped forward with a fresh national strategy, calling on herders to end open grazing, surrender all illegal weapons, and transition to modern ranching.

Ranching: The Path Forward for Harmony

President Tinubu’s statement on Wednesday was unequivocal: “Ranching is now the path forward for sustainable livestock farming and national harmony.” This declaration signals a firm commitment from the Federal Government to prioritize sustainable, long-term solutions to the violent confrontations that have fueled instability across several northern and central states, particularly the Middle Belt.

The President’s admonition comes amidst a backdrop of escalating insecurity. The past week has seen a deeply distressing surge in school kidnappings in Niger, Kebbi, and other parts of the country, alongside ongoing farmer-herder violence in the North Central region that has claimed scores of lives in recent months. The clashes, rooted in land disputes and competition for resources, have consistently been a catalyst for insecurity.

Tinubu urged all herder associations to seize this opportunity, embrace the transition, and critically, to surrender all illegal weapons. This dual approach tackles both the root cause of land-use conflict and the pervasive availability of arms that often escalates disputes into deadly confrontations.

A Multi-Faceted Strategy for a Complex Problem

The new livestock policy, according to the President, aims to protect both farmers and herders, while simultaneously easing long-standing land-use tensions. To facilitate this monumental shift, the administration is putting several pillars in place:

  1. Ministry of Livestock: The creation of a dedicated Ministry of Livestock is a key part of the administration’s long-term plan. Herder associations are encouraged to collaborate with this ministry to modernise livestock production and adopt ranch-based operations. This institutional framework is crucial for guiding the transition.
  2. Federal-State Partnership: The Federal Government, in partnership with state governments, will provide essential frameworks for ranch establishment. This collaborative approach recognizes that land management and security are shared responsibilities requiring coordinated efforts.
  3. Curbing Illegal Arms: Measures to curb the circulation of illegal arms will be implemented, directly addressing a critical enabler of violence in these conflicts.
  4. Community & Religious Engagement: Recognizing the vital role of local communities, the President called on mosques and churches, especially in vulnerable areas, to coordinate with security agencies to ensure protection during prayers and gatherings. This emphasizes a whole-of-society approach to security.

Edo State’s Proactive Stance Against Insecurity

Meanwhile, the pervasive challenge of insecurity is also being addressed at the state level. In a testament to this, the Edo State Government intensified security across the state following threats from a self-proclaimed bandit in the Edo Central Senatorial District. Governor Monday Okpebholo convened a high-level security meeting in response to a viral video, assuring residents of adequate protection.

This proactive stance is backed by recent successes. The Edo State Special Security Squad recently arrested two suspected kidnappers in the Egbai Community, Ovia North-East LGA, following “high-level, intelligence-driven surveillance.” The state government has urged citizens to remain calm, vigilant, and cooperative, warning against the spread of misinformation and unverified content. Governor Okpebholo reaffirmed his administration’s unwavering commitment to ensuring the safety of residents, commuters, and investors.

The Road Ahead: Challenges and Hope

While the vision put forth by President Tinubu is commendable and necessary, its successful implementation will require immense political will, sustained resources, and the cooperation of all stakeholders. The transition from deeply entrenched cultural practices like open grazing to modern ranching will undoubtedly face challenges, including land acquisition, funding, and overcoming resistance.

However, the alternative – continued cycles of violence, displacement, and economic disruption – is simply unacceptable. President Tinubu’s call for ranching and disarmament, coupled with the ongoing security efforts at both federal and state levels, offers a beacon of hope for a more peaceful and prosperous Nigeria. It’s a call to action for collective responsibility, aiming to build a future where farmers and herders can thrive side-by-side, contributing to the nation’s food security and overall stability without fear.
